Google AdWords — question about account suspension

I'll keep this short. My mom and sister just started a small business on Shopify. It is a stationary business. They created an AdWords account using my sister's personal gmail and credit card. After campaign creation they suddenly got an email stating that the account was in violation of Google's AdWords policies and that it would be permanently suspended; not much explanation as to why other than "payment fraud", which is vague and confusing. Appealing did not change the outcome. They responded asking, if their company grows and they get an actual marketing team in the future (a year or two from now), whether that team would also be banned from using AdWords even if they ensure compliance — the underlying question being if advertising the site/product itself banned, or just the person who was advertising it. They've emailed Google support multiple times and only gotten the same robo answer. Can anyone shed some light on their follow up question? The online FAQ is not helpful. I can see that they're extremely disappointed because Google Ads is such a large source of potential revenue and I just want to help

I also ran into a similar problem. My solution was to hire an expert from up work who is familiar with all AdWords complexities. Then create a new Google account and use a different credit card. Google is happy to take that AdWords revenue again.
