I'm waiting for my packet to be sent to HC (early next week). The recruiter called me yesterday to get an idea of salary expectations and TC numbers. Is this normal? Also I've heard recruiters tend to low ball, but wondering what the incentive is for them to low ball?

Of course, no company is going to pay you top of band from the beginning, but some shitty companies try to pay you at or below the bottom of pay band, while others start with a standard offer around median.
From what I heard from friends, Google seems to give you a standard offer around median, and go higher to match competing offers.
They lowball initially because there are candidates who accept the first offer they're given without negotiating.
