Yup sounds about par for your exp. Although this might be on the high end of L3 band, so you need to get promoted to L4 fast.

Good offer. Can increase base by 5-7k and sign on by upto 25k, but would need counter offers.

Try Amzn L5. You should get much better deal. Even my L4 friend got better offer than this.
