With 7yoe plus PhD, you should aim for L5. Offer numbers sound average for L4.

Depending on major and relevant working experiences. A Ph.D. in Biology may not be as valuable as a Ph.D. in CS for GOOG.
If OP has been the senior guy in his past roles, I think OP should decline this offer 100%. Fresh new grads (no master) with 2 yoe get l4.
How much refreshers + bonuses can I expect at Google? Can anyone provide some median numbers to expect? Does it usually more generous than Apple? I have limited data, but I think refreshers + cash bonus at Apple can be go up to more than 50% of your base salary. Also, there are cash bonuses at Apple. I think I heard that refreshers can become more than 100% of your salary depending on the group & performance, but not exactly sure.
Refreshers for l4 start from 90k and can go up to double also based on rating/performance. One of my friends got 2x last year.

Where are you located? I am in SD and make similar. 180+100+20. 4 years post PhD. Would expect 450+ for Bay Area. Unclear how our levels map to FANG but I would suspect I am in the 4/5 range.

Sounds about right (median) for L4. For more, you either need to level up or get much better competing offers.

Can we say that all great offers need competing offers? Trying to understand what it takes to go beyond medium offers. Will YOE & education also help?
