I did not negotiate much yet. I was told I am placed at the top of L4 but not in L5 and that they cannot comment on the reasons. Not happy about this actually but sounds like I cannot negotiate this? No competing offers unfortunately

Level is determined mostly by your interview performance in the hiring committee stage. You can't change that now unfortunately. I think L4 looks low for 9 YOE but I also don't know how relevant your experience has been and not sure what your org is and how they determine levels. At this stage I think the level is non negotiable
