Just got an update from Google recruiter saying that I got an offer for L5. However, now they are asking me about promo history and salary/overall compensation. Is it normal? I feel it is a kind of a strange question since I of course want to get most of it. Any advice?

^ this. Make sure this number is 20% above your dream salary.
Should that number be TC or base?
What do you want to make? Just tell them. You can always change your mind later.
Asking promo history?????? That is strange
If you're in California, it is now illegal to ask that.
They are trying to get you to be the first to throw in a number. Do not do it. Whoever opens loses the negotiation. Say something along the lines of if I open I may say something that's either below your budget or above it. I won't do that.

This is terrible advice. Recruiters don’t give af how much they pay you. They just want to close you. Give them a number to go chase internally and maybe you get it
Say total compensation of 600k a year. Then let them see what they come up with.
Tell them that you are seeking to be at the upper end of the market range for this position. Then ask them, what would that be?
Illegal in california
Not true. You can ask expectation, not current salary
Data bricks was saying asking salary history is illegal in California, and databricks is absolutely correct. Recruiters can ask compensation expectations, but they may not ask current or historical compensation.
Ask them what the range of that position is, then aim for higher end of that range
