Not all packets go to HC. Usually recruiters filter packets with less than 3 positive feedbacks.
I don’t understand what your yes/no mean in your survey, but only interview results that actually stand a chance of getting hired will make it to the HC. For example, if everyone in your interview loop gives you a No Hire rating, there is no chance the HC will even bother looking at it.
OP gave two options, but the poll is simply yes or no.

If you have 4 / 5 positive feedback, recruiter will fwd to HC. For L3, HC might approve, for L4, most likely HC will reject, L5, definitely reject, need 5 solid hires. so dont be too happy if you're applying as L4+ and you made it to HC knowing one round was not strong.. just be prepared for bad news. Ask me how I know 😭
