Google passed HC but all team matching on pause?

Just found out I passed the hiring committee at Google for L3 Software Engineer but that the team match process for everyone is on pause until February so they can reevaluate headcount for 2022.

Is this normal for this time of year? Should I be concerned I won't get a match?

Also, one of my preferred locations is NYC. I assume NYC will be a long shot, but since they are reevaluating headcount, does that mean there may be more spots in NYC opening up?
