Just got an email from the immigration team at google that google will pause any new PERM application because of other companies announcing layoffs which has lead to PERM audits, hence they’ll hire US talent more. Now I think google will have layoffs too.

Not an issue if i-140 approved for Google, but if it's for your previous employer and you haven't filed PERM with your current (Google) - then you're stuck until they resume PERM applications

I think this also means location change. (Different states) won’t be allowed. This required applying for perm recruitment stage.
What do you mean? Sorry, I’m not well versed with this. I am planning to apply for a location transfer within US this year. Am also applying for H1B lottery this cycle (currently on STEM OPT). Does applying for location change on H1B require perm process to have begun?
