I've heard things like "team X has n headcounts", but how does it actually work? Shouldn't it also take account seniority/TC of the members?
There is usually a ratio for a balanced team, but not sharp numbers
A random guess is there is probably some flexibility for levels. For example of you hire a strong L3 you like instead of L4 then that is okay, but saying have a full team of L3s is dumb. Again, I believe managers are smart enough to get a good ratio.
