Ive taken an offer with a new company, and told my manager that Ill be leaving. Current manager still wants to keep me and is asking for the offer letter to show to HR as a “company policy”. I have no interest in staying at my current employer, is there any legal base for forcing me to show the offer letter? I feel theres probably not much difference if I show them,but the paranoid side of me seems to think otherwise.

Since when are you bound by the policy of a company you have just quit? The offer you got is likely stating that it is confidential: don’t start the new gig by screwing up. You are done with the old company. You owe them nothing. Laugh to the jerk face and walk out to the new job. What can he do to you? If they have any legal standing, they can always subpoena it out of you. Otherwise, they should get it out of your cold dead hands.
I dont want to burn any bridges with this company, as Ive been with them for a while and enjoy most of the people there. But I understand what youre saying..
You have no obligation to share the letter. The manager might be asking to try to get you a counter offer, but if they are unable to clearly communicate this, then leaving is probably the right decision anyway. Company policy? Ask him company policy to accomplish what exactly?

You won’t burn bridges with this company by refusing to do this. They are attempting to take advantage of your ignorance.
If refusing to divulge another companies competitive salary information is a cause for bridge burning then I wouldn't want to work there. I'm sure they prefer to keep their salary information as much of a secret as possible too. It's a competitive advantage just like any other company information that isn't readily available to the public.
