I had an onsite with Twitter last week . i felt the interviews went well ,felt did coding design etc well , answered follow up questions etc! but to my surprise i got rejection mail . I have hiring manager added yo my LI . Can i ping him and ask fir specific feedback , as recruiter wont give me .

You won’t get any feedback. Take the loss and move onto the next company. Even if your interviews went well someone else probably did better or matched the requirements better.
Don’t be discouraged. Hiring decisions at Twitter are made by the manager. It probably wasn’t because you screwed up or anything. Out of all the candidates, they decided to choose someone else either because that person performed better or was a better fit.
OP- thank HM for the opportunity and reach out after 3-6 months to see if there are any openings. Don’t think they will share the feedback.

If the recruiter won’t, don’t put the hiring manager in that position. You may negatively impact future opportunities. Send the hiring manager a very gracious thank you note, that way you ensure you exit the experience leaving a positive impression.
You should ping the manager and ask

If recruiter won't give it to you, hiring manager probably won't either. I would say just move on.
