Depends on your skill set. If you are a Oracle DBA or a Cisco network professional then yes you will be low balled.
Visa status rarely affects compensation. Visa status may affect employment eligibility and duration of employment, but not the compensation. The assumption is that if your skills are in demand, other companies can offer you high salary inside or outside United States.

Every H1b application includes a ‘prevailing wage’ (which varies by role, location etc.). Your employer must pay you at or above this prevailing wage. You can see this prevailing wage in your H1b application. So rest assured, your employer will not be able to low ball you by a lot, even if they wanted to for any reason.

Legally H1b is supposed to pay the same market salary. In practice, I certainly get the impression that companies that can sponsor take advantage of that fact and that it's harder to move around, but I couldn't prove that.
