My wife went for H4 stamping(she is in India since March and got it done this week). I am in US since March.

Effectively only 500 people(who were abroad as of Jun 24th and got H1 for first time) are the ones who need to wait until end of the year. Even they can get a letter from their attorneys showing that their job is important for US market recovery from Covid and they are exempt.
