I am on h1b visa right now and perm is in process. I am expecting i140 will be approved by september 2019. Is it possible that I work from india for one year and then come back on L1 after a year? The reason is so that my spouse can work on L2. Possible to get L1 if I have h1b?

Nothing will happen to your GC process. However company may not agree on another visa especially if you already have one that would work. Also USCIS will put more scrutiny.
I had stepped out prior to i-140 approval due to family reasons. My i-140 was approved while I was outside. I came back after a year but not on L1 as my employer did not have an office in my home country. If you want spouse to work then consider other countries. At least 15-20 other options. Why are you obsessed with U S? Anyways with L1, you will not have ability to switch that easioy and your employer will exploit you by under paying you as well as transferring you back to your home country whenever they want. The whole system is a legalized form of slavery. Optimize for the fastest path ahead and expand your selection of countries.
