I am posting this for a friend. He recently got an offer from two of the FANGs. While negotiating with one of them the recruiter asked for the offer letter from the other FANG company. Is this legal? What did you do when negotiating with 2 companies based on different offer letters?
It's legal, but also not something I would comply with.

Not sure about legality, but it seems that the recruiter thinks your friend isn't being honest. My advice is to be honest. Recruiters will often get you what your asking for as long as they're able.
My friend actually has an offer and he didn’t lie but he is skeptical ok sharing the offer letter in case that violates any policy.
Not sure about competing offers, but it is illegal in California to ask about past compensation, as of 2018 (see above link).
Recruiters usually do not write up an offer letter unless you are ready to sign it. Most offers are verbal until then.
This isn’t complicated. Just say that you’re not willing to violate the other company’s confidentiality. Say that you’re sure the recruiter wouldn’t want you sharing their offer with the other party if the parties were reversed. It’s an ethical line you won’t cross. Then say that the terms of the other offer aren’t even relevant - you’re just looking for best and final offer an that you will take whichever one makes more sense.
I always say I’d like to keep it confidential as I’m sure you would appreciate me keeping your details secret as well and they comply
It's legal. Why wouldn't it be? Your friend is asking for a counter offer.

No. Absolutely not. It is generally not legal in the US for compensation to be confidential.
