This bill will pass. It is a fair bill. It ensures that people who apply for GC aren't punished for being in the wrong country. There is grassley amendment exactly to fix the abuse issues. Those posts below who talk about abuse dont either know that or don't care about abuse. Folks who say everyone who retroactively need to be kicked out of line don't know this - such a thing unfortunately can't be done in any bill.

Increased mobility for nationals of only 1 country while locking down nationals from the rest of the world instead. The total number of granted GCs is fixed, so no improvement at all. If one country wants more mobility and wage increase, all other countries should sacrifice, what’s the logic here?
No idea of the bill have you? The bill has a do-no-harm clause means nobody for the next 3 years will see any change in their processing times! After 3 years new applicants regardless of country of birth will be treated first come first serve. First come first serve isn't locking down anything! Next time you want to expel from your ass, try a toilet!
VMware: your words reflected low level of education you received. Everyone knows that “no harm” is rhetoric but after 3 years of protection period, there will be at least 6 years during which your people receive 100% of GCs while ROW have to wait and suffer the uncertainty.
If people consider being born in the wrong country, try to improve your own country first, make it a better culture other then cheating, less polluting, less raping, make our mother Earth happy, and everyone's happy.
Coding can be done anywhere nowadays; however, scientists, physicians, other kind of elites are what we really need. Not just coders/leetcoders, the bill has nothing good to USA but bring in bunch of irrelevant people. USA is not charity, even if we are, those who suffers from wars have higher priority then this bill.
Hi, could you please clarify the next points for me about the transition period (I didn't get the bill fully): 1) in 2020, 15% of visa allocated to all ROW countries with approved i140, and 85% to China/India? Or 15% is allocated to each ROW country with approved i140? It makes a big difference because in the 2nd case, ROWs will wait 1 month, and in the 1st case- years 2) No harm part, says: " no alien described in subparagraph (B) receives a visa later than the alien otherwise would have received said visa had this Act not been enacted." So, let's say smb from ROW (Egypt) get i140 approval on September 29, 2019. The HR1044 becomes a law on September 30 (a day after). Under 'no harm', the Egyptian should get his GC in October regardless what since 'if the law was not approved', he would get GC in new 2020 fiscal year. I read the law 5 times, and cannot interpret it with 100% assurance. Could you?

All those rest of world folks getting nervous and riled up cause all of a sudden you feel like you might lose your privilege and share the burden of a broken and inequitable immigration system. Relax. The bill won't pass the senate let alone make it to law. The house wanted a good photo op and story and retweets and articles. When it eventually flounders the Dems will blame the senate republicans and/or trump and vice versa. Some version of this has been around since 2012-13, sadly (as someone in the backlog) it won't see the light of day. So relax and continue your life smug that you won't suffer, while some "others" will.

I agree with amzn here. The Indian body shopping consultancies are the ones that are actually bringing in low skilled workers and DDOSing the GC queue. Legit Indians are collateral damage.
