Without the merit system Trump is promising this would be a disaster. Basically rewarding all the abuse of the system by those consulting firms.

Trump won’t sign that. First we need to fix h1b. The bill’s name is funny: “fairness for high skilled immigrants”. But 99% of those who need it are Indians who came through different Indian based body shops with no or a little of experience. That’s just dumb to move one country in front of everyone else.

As an indian I totally disagree. EB is employment visa. My skill was already vetted. I couldn't do my job any better or worse because I was born in country X. Fix abuse, that's orthogonal to this and needs to be fixed. If you care about diversity, there is indeed diversity visa. 'one country in front of others' -> when I apply for GC, I am not applying for my country. I am an individual and I don't represent my country. If you wanted you could put a country cap in h1, where the abuse is happening, but then guess what - it's illegal according to EEO laws.

Correct. What should happen is this points system gets created, then re-rank everyone in the queue by points and issue visas in that order, retaining the overall cap on visas, but eliminating the country cap. People currently in the queue who don't have enough points to qualify should be dropped.

Thats common sense but this is America. So probably chances of something like that happening is pretty tight. I am more hopeful about illegals getting GC.

No chance this will pass. It’ll throw all other countries under the bus and favor just one. It’ll be massively unfair and unleash the very problem our current immigration laws are designed to prevent. Need a merit based immigration system and for h1B to be drastically limited (no head shops) as a result. That’s the right fix.

Folks on blind insist that country of birth is not a skill, true that, but pray tell me how is priority date a skill??? All HR1044 does is remove country of birth criteria and sort it by application date. Makes no sense in a skill based quota. No company hires in the order in which job applications are submitted. Per HR1044 a low skilled QA or BA may get his GC before a PHD or a doctor. 60 k earning Indian body shop guy > 250k plus FANG emp Trumps merit based system is the way to go
