Handling counter offer

If I am moving to a new company with almost 25% increase in base at the same level as the current job and when I put my notice down, if my current company is giving me a promotion (with similar responsibilities as the new job) and a salary match, would you-
- stay at the current company with increased salary and a promotion?
- negotiate with the future company to match the level and (perhaps) raise the salary?
- respectfully decline the current company’s counter offer and start all over again at the new gig because there is a risk with negotiating again after accepting the offer?

Any personal experience would help as well.

    Never take a counter offer. Never. Even if you take the new company offer and hate it the old company will take you back and you can negotiate from your counter offer.

    You should have negotiated before letting your employer know about the offer. The moment you tell them you have another, immediately you become a flight risk. They will increase your salary and start making contingency plans to reduce the project's dependency on you
