Let’s say I go to a new doctor or dentist office and say I don’t have insurance and pay cash price for the services, potentially for a lower price and file a claim with the insurance company myself for the cash bill. Would this work out to be cheaper?

Best case, you saved some cash (10% of bill). Under both scenarios, you have to spend an inordinate amount (10+ hrs.) of personal time coordinating and managing.
I don’t see the returns, unless you are completely discounting your personal time or are expecting a bill for $100+k.
