I do not have a tech background but would like to transition over to the security/cybersecurity side of healthcare. Currently work for a PBM, what certifications should I take? We have a medium size department and I would like to switch from operations to IT.
You should see if your employer pays for continuing education. If so then get the degree to transition. Sure employers want to see that certification but time and time again I see people with certs and they don’t know wtf they’re talking about or worst don’t have anything to say <— this makes the people with the certs look bad and those who know more without the very look bad. Don’t add to that population please

Which field in security? Security is quite broad and without understanding what you want to do, certifications won’t help.
Legal side of security
It’s not healthcare specific but I’d suggest say starting with the Security+ then move on to the CISSP. In a big enough healthcare company they will have a security team, but smaller companies typically use the IT Manager or C level exec as the HIPAA Security officer.
Thanks! I was also thinking of the HCISSP and/or CIPP-US. I would like to take one certification before reaching out to the security team to see what openings they may have.
