My team justed hired a less qualified American citizens or Green card holder over a better more qualified non immigrant. I understand citizens get priority if they have similar qualifications over non immigrants ( h1b, opt) but to hire someone who barely passed the interview seems a bit much. Don't know what to make of it?

I don’t blame them with 2 months over all time for h1b transfer approval and lawyers fees I would choose citizens. I am also guessing project needs more people right away.
