Well, they may not JUST be doing a Scrum Master's job (at least that's the hope). A Scrum Master is usually a 'hat', not a fixed, full-time role, and team members who are Scrum Masters are usually also engineers in that team. So both needn't be mutually exclusive. If, on the other hand, the visas were gotten for pure Scrum Master work, that would be questionable.

If you want to use a SM well, you have to hire someone who can wear multiple hats, knows technology delivery, organization, communications, delivery/ release coordination, project mngt and scrum. SM as mentioned in Scrum process isn’t the “only” job of a SM
