How does HR1044/S386 affect EB-1 wait times for Indians/Chinese?

As per the Oct Visa bulletin [1] EB-1 action dates for India and China are Jan'15 and Nov'16 resp. I'm going to apply for a EB-1 soonish and was just wondering how would this bill if passed affect me. I'm aware of the overflow chart of EB visas [2], but am not sure if the same process will be followed in the transition period and the later period for clearing backlog. If all these visas are going to be used to clear the EB-2 backlog and I'd also have to wait 10 years for EB-1 like RoW, I'd rather not support the bill. And before all my fellow Indians start trolling/bombarding and reporting this post, let me clarify that I'm Indian. I support merit-based changes, but def not what S386 seeks to achieve. This will only make RoW hate us more (as if we've not garnered enough hate due to H1-B/L1-A-> EB1C abuse) Thanks for taking the time to read the post! Dude see the qualifications needed for EB-1 before shitting on others. I've consulted 3 lawyers to see if I qualify, worked hard af to be where I am now and I do not owe you a flying fuck of an explanation. Off with your troll bullshit elsewhere. So wait another 10 yrs for merit based considering how fast bills pass in US No one was talking about merit based 10 yrs back when there was backlog. Now they want merit based. No one is opposing merit based but there is not even an attempt by anyone to fix this mess No legal reforms will happen if only one country is backlogged. Also wth is USCIS doing giving away H1Bs. They should get their act together. EB2 is employment based which is merit based and not diversity visa Fix effing H1B instead of screwing this bill
