Boy! What do you do at Facebook? Data Entry? Wait, that requires basic internet knowledge too. Perhaps some mail delivery stuff? Sign in, for heaven’s sake, and see the information. This is so not worth creating a thread for.
Whatever OP says is part of the comments section under the question. Earlier the site had an option to add details to a question. They later discarded this feature and moved all details etc to the comment section.
Answer: it doesn’t.

May be quora likes to troll irritating girls
Quora used to have question details. This was removed, to only have the question now. The details for past questions written at the time are now contained within a comment. Answers referring to such details were probably written during the time when the detail feature was available. Dunno why it was removed, but I suspect it's to force people to focus on wording the questions properly. Perhaps there were better ways than by removing details entirely. And, the reason for wanting proper questions is that 1) easier to be used by ML models like recommender systems, topic generation, etc, and 2) fits Quora's method of capturing information. To elaborate on the latter Quora wishes to be able to index information like Wikipedia does, and the current plan is to use Q&A as the data supporting this sorting/distribution/classification of generic information. Quora has a history of making momentous decisions that may not seem logical at the time, e.g. the paywall in 2015. Perhaps this is due to wanting to be able to explore these risky ideas in depth, in search of the some great return. Quora isn't limited by the public market expectations. I think in the long run this is a great thing, as it allows the company to take bold moves. Of course, there are failures, and the company does learn from them -- for example, when the paywall was finally removed.
