"How does the Internet Work" as an interview question?

I interviewed for a frontend angular position at a late stage startup and that was the first question, I felt like it was a joke, but answered satisfactorily.
I was then asked l to write a "production ready" index.html that simply displayed the company name. when I was done they started asking me why it needed a doctype, what the charset was for, why I used an h1, etc...
Should I have been offended by these "dumb" questions? i havent manually touched an index.html file in a long time. I view modern frontend react/angular positions as mostly javascript dev positions, so I felt this was rather silly. at the same time, it made me sweat a little right off the bat...

But it also requires the interviewer to have an equal or greater depth of knowledge than you do or it doesn't work very well.
