One coworker only manage 5 dev got promoted to director secretly. He has perhaps less than 2 year management experience. I think director should manage team of 30 dev, not 5. Maybe I am wrong?

This can vary a bit here and there (2-4) usually.
This is optimal irrespective of abilities. It becomes an issue with shear management capabilities and the ability to handle information flow and decision making.
As far as what your asking though…. It all depends on where in that hierarchy they slot someone in with a director title.
A 10 person company is entirely different than a faang.
