trying to explore SDE oppurtunites at Azure, Aws, etc. How much does having a TS clearance help in the hiring process?Do hiring managers prefer to hire cleared engineers? I heard theres not a lot of sdes with clearances ?

Both AMZN and MSFT have Cleared Gov contracts. This opens up a pool of roles restricted to non-cleared civilians. It doesnt help with he hiring process, BUT clearances are a hot commodity so if you raise the bar and have the clearance the cleared recruiting team would find you a home. Downsides - for the most part you're restricted on locations and wont be remote since you may work out of a SCIF. Forgot to mention there are bonuses associates with clearances w/ polygraphs. Youd also may be eligible for an upgrade if you want to go all the way to Full Scope.
AWS will 100% pay you the most with that level clearance. Google will likely not care as they still haven’t broken into that space yet. Microsoft could also be a good choice. Oracle I know isn’t as big as the others in cloud at least but they are trying to deliver OCI services to the intel community and are hugely ramping up their cleared folks
Zero difference for >99% of jobs.
