Immigration procedures in Canada are different than the one in the US. It’s actually not that common for an individual to be sponsored because it involves a lot of paperwork since the sponsors have to prove that they can’t hire locally. The system rather select individuals based on their knowledge and potential, issue them a PR card where they are free to pick an employer after they moved to Canada.
The fastest way to gain PR of Canada is going through the Express Entry program. If you score high, the process from beginning to end can take as short as 3-4 months.

Canada has program called GTS, where you will have a work permit within 2 weeks once you apply. Once you move and become a resident you have higher chances of becoming a resident. Yes, a TN Visa is issued at the border. However, make sure your friend has the right paperwork and info about the job to defend himself during the TN interview. Google it and there will be tons of resources available online. Source: Canadian on TN Visa working in the US. Unfortunately my friend is not a US or a Mexican citizen, who seem to be the beneficiaries of that visa.
