Manager doesn't understand the product, didn't even bother to install it once or use it, has no idea about complexity of tasks or good from bad design. He only cares about the job getting done, whether it is done right, doesn't matter, and he does favoritism with a few team members who are good at sucking a certain body part. These few people are his inner circle, he only consults them other senior veteran team members are never asked to opine. No design docs sent, no plans shared, finally a pull request comes.
