How to evaluate your manager and inform skip-level manager of the situation?

New joiner here, no idea how management in Zillow works and how the evaluation process is done. What is a tech manager supposed to work on? Came from a consulting firm where management is done transparently and evaluation metrics is articulated clearly. Searched internal webs and couldnt find any form or statement. Can someone please provide some help?

      Second. Quarter goals sets one month after the quarter starts, and change one a whim when manager sees project that he/sure cares about not getting done.
      Attempting to update goals to reflect change of focus would get you reprimanded.

    It depends on who the cast of characters is. I did just that and it was a career limiting move. You have to be careful and know the players involved.
