Sure, if you can get a position where you can glean cloud concepts & such without actually HAVING cloud experience. If OP does that while building up coding skills/portfolio, they can get a shot at a lateral or vert move to a dev job. Otherwise if the position @ cloud company offers no gleaning of cloud stuff, then only value is a possible, if ever offered.

If you want to leverage public cloud offerings, that's very easy. Start with the respective company's developer docs. If you want to build cloud services, there's no single source. Cloud computing covers everything from managed dbs to vms. Select a few areas of interest & deep dive. Join Aws or Azure or GCP for best effect.

Register for one of them. AWS has in-person and virtual sessions that are free. I know this because they email me to attend them all the time.
