Republican dumb a**? While cheap labor does happen(ask your Congress person why is he not preventing manpower companies, maybe he is taking bribe) but that is not the purpose of H1B. You think Google hire people on H1B because they are cheap?

Because it's salaries for h1b, not all workers.
You don’t need to report an actual salary to the H1B database. You just need to report a salary that is above the legal requirement. ps I know for sure those reported Netflix salaries are way below the real salaries.
biggest factor is because h1b data only contains base. if your TC is 500 at fb, you'll probably get only 210 base or so and the rest is Bonus and a ton of stock. Also my hypothesis is that most h1b filings are skewed towards more junior people. Most senior people already have an EAD or GC by the time they earn north of TC400. Unlike SAP most companies file GC in the first few months of your employment.
The rules changed last year. SAP now applies for GC in the first few months.
The data only include salaries but not TC. Also, it is biased because majority of H1b are new grads. If you work for companies with high comp, it’s likely that you get your green card before the second job.
