As full-stack eng, I'm okay with the JS part of front end and am really comfortable with back end. What are some good resources for practicing creating layouts with HTML/CSS? I know this really isn't "coding" per se, but still an area I'd like to improve on

There's intellisense which makes you code quicker.
Just like you improved at any other language, practice. I just open a website and play with the html/css using chrome debugger. It is fun, easy to setup and you learn a lot.
Actually reading the spec on CSS, like, cover to cover. I’m not joking. Everything is in there.
There’s no real “right way” to do front end. There are so many approaches. You can master HTML and CSS, which is important, but most people work a higher level of abstraction, like using React or Vue (virtual DOM).
