I am not sure if that is the case. AFAIK they have paid even $140k for a position in SF though it is not for Java developer. But I still think $110 is low for SF

Unfortunately that’s the case.. Consulting companies pay way lesser than this. But again if the op wants to improve he can try and get into product based companies for higher pay.
I've had recruiters contacting me for contracts paying $40/hr, equivalent to $80k. Not only are those jobs bottom-barrel, those recruiters are as well. Without exception they're rude and borderline illiterate. Worst part is, those contracts are at Apple.
