I was contacted by an internal recruiter for a large well-known tech company for a tech job advertised as senior-level. “Senior” in the job title. Went through the whole interview process, and got offered the job but without the senior title, apparently because I don’t have enough years of experience for senior (this was never mentioned before the offer). But the work will be senior-level (“to set me up for fast promotion”). Is this common hiring practice? Sounds to me like a massive bait-and-switch.

To clarify are you already Senior and just moving to same level in bigger company ? Or up levelling ?
FAANG do this a lot. You have to be a rock star to get up-level offer. Most the case people get down leveled
If you have alternative offers don’t go for the offer or negotiate it. I had the same experience. “Set up for fast promotion” is not a promise. Once you join the company, things will be out of your hand and the expectation of fast promotion will not be carried over if you change teams or managers. You will end up in this junior title which might been perceived as a step back on your resume.
You didn't meet the bar for a senior so you got downleveled. The comp must be decent if you're considering it.

BTW, Senior in Amazon is SDE3, there's no "fast track promotion" to ADE3
Plus, if it’s Amazon, most people do some sort of “senior level” work anyway, a result of many factors including being perennially under-staffed. Don’t believe the fast track promise.
This is classic Amazon. All the ads are for L6 / Senior roles, but they have no intention of hiring anyone at this level. They immediately bait and switch and give you L5. It is also a lie that there’s a “fast promotion” to L6. It is instead slow and painful. This is where the cycle of abuse usually begins for an Amazon employee. It is just the very beginning of the abusive relationship. But, good news is that you’re not alone. This predatory practice effects most Amazon hires.
It’s weird to see comments like this. I just finished my interview cycle, and I felt that the process and people were superior to any of the other companies I interviewed. My recruiter did a great job of giving me team options, and I didn’t get downleveled during the interview. Applied for L6, getting L6. So far my experience has been A+.
As SDE? How many YOE? Your story is an edge case.
