Tier 3 based on my interview experience and offer TC a few years ago.

Tier 3 definitely.
In terms of: Quant: tier 1; while they likely have little or no use of computer vision, there are remarkable mathematicians building extremely impressive systems. TC can reach over 7 figures from my understanding. SWE: tier 2; truth be told, the name "Bloomberg" simply doesn't come to mind when compared to the likes of the SWE measuring stick- Google. Facebook, Netflix, Tesla, NVIDIA, Databricks do however. There simply is no space for many in tier 1.
Tesla and nvidia? Even if talking specifically about DL/CV, I wouldn’t put them as tier 1..
Tesla receives significant contribution from researchers at MIT. Nvidia I can understand a case being made otherwise though.

There is no such thing as tiers.
If you work at BB for 5-6 years and switch to G/FB/Amazon you will be considered for an L4/SDE2 role (which should take 3 years max to get to if you do so internally). Therefore BB cannot be considered on the same tier.
G likes to downlevel. You can switch to G from a tech company after 5 years and will most likely be slotted at L4
