I believe the issue was cost cutting by using cheapo engineers and forgetting you get what you paid for.
Don't you need security clearance, which H1Bs and foreign workers can't obtain, for working at Boeing? It's exclusion of top talents from all over the world that failed Boeing
US gov would never let it fail, lack of competition, etc.

Yep, they took away the power from engineers to MBAs. Now it is all about the profit. Engineers don't have much to say. This happened when they moved the headquarter to Chicago from Seattle
