Is COVID abating, or are at-home tests not being reported?

It looks like the covid infection rates started falling off as the severity of the virus reduced, correlating with reduced hospitalization rates. At the same time the Biden administration started having at home tests sent out. Those tests would not be reported if positive. So can we really say the infection rates are down? It seems more likely the infection rates are just as high as ever.

What really has me pondering the situation is that variants of the virus are arising based on infections. Every new person infected produces hundreds of millions of new copies of the virus in their body, smaller but non-trivial numbers in vaccinated bodies. So even though the lethality of the virus is low right now, a resumption of pre-pandemic living is going to increase the likelihood of another highly lethal version like MERS, SARS-1, or the original SARS-2 from Q1 2020.
