I've submitted a ton of applications over time but I swear I've heard back from a grand total of 0. No rejects, no nothing. The older ones just say no longer available. Is it mandatory that I get a referral? Do hiring managers even look at cold applications? I have 2 YOE with systems programming and lower-level software. I've been practicing leetcode like crazy for months but who cares if I can't get an interview.

Same with salesforce. Hiring is per team. But most often resumes never reach HM

Why don't you send cold messages to hiring managers at Apple in LinkedIn. That's how I got my job at Apple.
It may be your resume. Have someone help you with it and try again. I cold applied to several places and got interviews within a matter of weeks, including at FB.

I've had a bunch of people look at it and they say it looks mostly fine. Who knows though. Ever person I ask tells me different stuff to change and I end up changing the same thing over and over again.
