It is super stupid to add that China clause into HR1044, whoever put it in there just want the bill to die, we cannot fight discrimination by introducing another discrimination. I am not sure why the hell these people think, are they under a rock or just want to kill this bill intentionally
Yes, that's the point is to kill this bill. Not everyone is in favour of this bill. Just because you like it doesn't mean others do. Just because you think it solves discrimination doesn't mean others agree. Bills like this have a hard time passing. Better come up with a real solution, not this half assed crap.
This bill is shit and should be obliterated. If you want better immigration practices push for more green cards per year. Country caps make perfect sense for the US to continue to bring in a diverse culture of people (all equally deserving).
They need to come up with something new. It's the same repeated garbage they keep trying to push. If it didn't work before, it won't work now. Asking for more GC is the right answer to backlog. Moving wait to other countries means the backlog problem still exists. But asking for more GC will upset everyone who isn't asking for GC... So they create a bill to push the problems onto someone else. If you ask me, that's an act of a coward.
I love country caps and all in for the diversity. But don't you think it should be weighted mean rather than normal percentage. It's like saying I will own numerically one stock of intel and one stock of amzn to diversify my portfolio instead of weighing by total cost.

This is the closest progress I believe, the last time it was rejected at Senate
Previously it was approved at house and died on Senate. Now approved by Senate and died in house. Basically nobody can agree on the bill.
