I sometimes feel there should be an app or something where we can rate the managers, so the new employee joining the team gets to know what kind of manager they are going to work with. I moved out of my prev company for a better future and now stuck with a toxic manager.

We have such ratings internally. Every manager gets rated by his team. Reasonably transparent.
Those ratings are completely false. Even if I hate my manager to the core, I would still give a 5/5, when I am rating as an employee especially on a company survey.
Depends on who you ask, there are over 6,000 employees, we got surveyed by Forbes and based on those results, Zillow was voted in the top 100 of the best places to work in the US. It's hard to judge this one person's account, I'm sure that stuff happens but that not been my experience. 5+ years going strong.
Employees pay to be on that list. It would be silly to take it seriously.
I believe even the top 5 companies would have atleast one toxic manager. I have worked across multiple companies and have dealt with multiple managers. I doubt there is a company which is 100% perfect.
I don't think you should let this inform your decision to "steer clear". Our internal surveys don't suggest these kinds of issues and on the contrary I think there's a lot of energy here around diversity and inclusion. Why rely on one person's account before learning more?
