Is a transition to management considered a promotion at Amazon?

Looking at levels.fyi, an L6 engineer at Amazon compares to an E5 at Facebook. However, for the management route, an L6 SDM compares to M1 at Facebook. At Facebook M1 and E6 are comparable. What’s wrong here? Using Facebook as a example. Same holds true when you use Google too

Yes, amazon L8 is director and so would map to fb D1/D2. Amazon L7 is also a wide band mapping to fb M1 and M2.

No it's not, but TC is slightly higher and L6 SDEs report to L6 SDMs.

I thought that managers are paid slightly less than SDEs at the same level. Isn't it? Or is it only that PMs are paid less. Talking about industry, not Microsoft specifically.
