In my team at Apple, we don’t take into consideration your US status as long as you are eligible to apply for a status that will make you able to work legally.

Legally they’re required to. You can’t hire and H1B unless you can’t fill the job with a US citizen. Of course most companies lie about this and doctor the evidence so they can hire indentured servants for half the pay.
Legally speaking, unless a company has more than 15% of their employees on H1B, they are not required to provide any evidence that even tried to hire a LPR/Citizen.
Legally and what happens in practice is very different. I seen some small companies shy away from international candidates due to added cost for legal and immigration cost. Some larger company managers have favored people of their own race (non white) over others.
