My recruiter told me targeting l4 is fine since there is fallback option to l3(and there will be no design question asked). Is it common that a downgrade happens in the hiring process? Kind of afraid since l4 may be challenging and interviewer may give 'no hire' directly instead of 'consider l3'.

Yes it is this season for 3 yoe tho, there’s not a gonna be a no hire, it depends on interview performance
Interviewer can give comments to say hire for L3 and no hire for L4.
Will questions for l4 be more difficult than l3? Maybe if I target l3 directly some easier questions may be asked?
I don’t think the question itself has too much difference. The main difference is expectation.
