Yes up to a point. At some point, around 3-500k tc you need to stay long term and prove your worth to move up. Too much hopping at that stage is huge red flag

I don't think anytime before 2 to 3 years is good. One question you get at the interview is what have you been working in your current company. If you stay for only 1 year there is a very small chance you have any real impact. Unless you are very lucky where each job you start you start directly with a well defined project with an excellent impact, then the interval between switching jobs should be at least 2 to 3 years
After 2+ years somewhere, you'll be of more interest to your next employer, so could get a decent pay rise and move into a more senior role. That said, most companies have salary ranges, so don't expect big increases every time. After a couple of moves you'll be more focused on equity gains rather than salary gains.
I think this is only true for people who are quality candidates. I've seen plenty that were getting paid a lot more than they were worth and would likely be down leveled if they tried to switch companies.
