Do certain Facebook teams struggle to attract bootcampers?

The power dynamic on team selection at Facebook favours new hires as opposed to the team, Does this lead to some teams that just can't hire? I assume new hires have various ways to identify bad teams. Any example of such teams? What do they do if they can't hire people for prolonged time?
