How's the Microsoft Internal Transfer process? How do I go about it? Does my current manager get to know about it? What's the best time to change?
Can I apply only to my level or go one level up? How many roles should I apply for?
Backstory: I'm 6 months now into Microsoft and I'm in IC2 stage /59, and looking for interesting work. Is internal transfer a good option or I should just look elsewhere?

The internal transfer process in your case will likely require another loop. It should be easy to get informational interviews and from there internal loops. Your current manager wont know about it unless the managers from the groups you are looking at contact him/her. You can request they not do that if you are concerned.
The best time to change is generally whenever you want to go, but this time of the year is tough because so many people are on vacation.
You can apply for l60 jobs but you definitely wont get an auto promo even if you were to get one of those. You also probably have less likelihood of getting accepted for informationals or a formal loop for those roles.
Apply for as many roles as you find interesting. A couple big moves ago I did more than 30 informationals.
What sort of interesting work you are looking for. There is nothing like this in whole Microsoft. If you are comparing it with cool college project, you will not find it in any company. Most of the time goes in writing spec, unit testing, meeting, deployment, Dri and lot of unproductive things. You cannot expect to work on cool things all the time. If you really need that, you may want to seek opportunity in some startups.
