Uplevel during internal transfer at MSFT

I am level 59. There is a position (SWE in Redmond) for level 61. Can I transfer to this position internally and be 61?
Edit: I am getting lot of mocking in comments please don't mock I am trying to get a simple answer. I didn't actually apply to this position. The hr manager pinged me and asked to me apply. I was surprised because it is visible that I am not sde II.
