I never thought I'd be doing warehouse operations but with no other options after graduation and covid, it seemed like a good job offer and I figured I would learn a lot. I have a STEM degree and have been a high performing L4 manager for more than a year. I've done a launch, peak, prime, projects, process improvements, etc. I haven't gotten promoted and don't see it happening in the next 2 quarters due to a toxic supervisor and office politics. I've voiced these concerns to HR, senior ops, and ops, with no solid conclusion other than to focus on improving on Amazon pillars.
My goal in taking this job was to get my foot in the door at Amazon and transfer to AWS or some other department upon getting my L5. However, no matter how many projects I do or how high my connection scores, no promotion is in sight. I don't want to stay in warehouse operations even if I did get promoted as I hate the culture here and I hardly see my family due to poor WLB. Ideally, I could quit but I'd owe the company $20K if I did. I'd love to get into an analytics or a program manager role, but I haven't had much luck with job applications because most other job offers have been half of my TC and I only have area manager experience on my resume. I heard companies love to hire managers with Amazon exp, but where?? What should I do? Any recommendations for certs that would help me qualify for better roles?
Any advice is appreciated.

Edit:
Any advice on how to train for a better tech role? I have no programming experience.

I really have no advice but to keep on the lookout for program management/project manager roles and keep applying. Also keep in mind that if you promote to L5 you won’t be able to transfer into a new role for 1 year.
